В 1903–20 чл. «Поалей Цион», был в отрядах еврейской самообороны, участвовал в съездах партии в Вильно и Минске. В 1904 из-за угрозы ареста переехал в Харьков. В 1911 окончил юрид. ф-т Харьковского ун-та, получил должность пом. присяжного поверенного в Могилеве. В 1915–17 работал в Петрограде в К-те помощи евреям-беженцам из фронтовой зоны. В 1917–21 чл. гор. управы в Могилеве. С 1921 в Наркомате юстиции, участвовал в разработке первого сов. уголовного кодекса, выступал в печати по вопр. судопроизводства. Окончил Ин-т красной профессуры, возглавил Высш. юрид. курсы, открытые по его инициативе. С 1929 преподавал на юрид. ф-те ЛГУ, в Коммунистич. академии. В 1936, в день назначения на должность дир. Ин-та гос-ва и права (б. Комакадемия), арестован. Расстрелян.Дочь С. – Ида (р. 1921), преподаватель лит-ры в школах Ленинграда, организатор лит. клуба «Алые паруса», автор кн. о деятельности отца, активный чл. ист.-архивной секции об-ва «Мемориал».
