После Февр. рев-ции 1917 вернулся в Россию, вел парт. работу в Одессе, избран чл. през. Гл. к-та Бунда на Украине, канд. в чл. ЦК, затем чл. ЦК Бунда. Входил в состав Укр. Центр. Рады, участвовал в работах Предпарламента. В окт. 1917 поддержал большевиков, чл. Одесского ревкома. После оккупации Украины австро-герм. войсками – на нелег. положении, подвергался арестам. В 1919–21 представитель ИККИ в Германии, Франции, затем – в аппарате ИККИ в Москве. Дел. 3-го и 5-го конгр. Коминтерна. Примыкал к т. н. левой оппозиции в РКП(б).
