С сент. 1921 – 1-й советник посольства и торгпред Украины в Польше. С 1923 представитель Дерутра (Рус.-герм. трансп. об-во с участием амер. капитала) и Совфрахта в США, фактически выполнял функции полпреда. По предложению Х. создано сов.-амер. об-во Амторг, его первый пред. В 1925 Х. добился для В.В.Маяковского въездной визы в США и поселил его в своем доме.
