С окт. 1936 – нач. отд. кадров НКВД СССР, в 1937 назначен нач. 4-го (секретно-полит.) отдела Гл. управления гос. безопасности НКВД СССР. С янв. 1938 – нач. управления НКВД СССР по Ленингр. обл. Дел. 14-го, 15-го и 17-го съездов ВКП(б), деп. ВС СССР (1937–38) и РСФСР (1938).
