С самого начала своего творческого пути разрабатывал еврейские сюжеты («Раввин, благословляющий ребенка», «Гавдола», «В субботу вечером», «Шадхен»). В 1892 выставил в парижском салоне скульптуру «Мать Моисея». В 1895–1906 – в Болгарии, основал Нац. академию иск-в, преподавал в ней. В 1905 выступил на 7-м Сионистском конгрессе с призывом создать в Э.-И. Школу искусств. С 1906 – в Э.-И., основал в Иерусалиме художественную школу «Бецалел». Автор работ по искусствоведению. В 1910 в Одессе вышла брошюра Ш. «Бецалел». Один из осн. «Об-ва по исследованию древностей Э.-И.» В 1922 в «Бецалеле» сост. перс. выставка работ Ш.
