Тогда же привлек к палестинофильству барона Э.Ротшильда, на деньги к-рого было основано в Э.-И. поселение Экрон (ныне – Мазкерет-Батья). В 1884 участвовал в Катовицком съезде палестинофилов; был его поч. пред. В 1889 председательствовал на палестинофильских съездах в Друскениках и Вильне. В 1890 основал в Э.-И. колонию Реховот. В 1892–93 М. участвовал в работе раввинской комиссии. С возникновением сионизма М. стал его активнейшим последователем и пропагандистом. Автор респонсов и комментариев к Талмуду.
