В 1905 переехал в Петербург, сотрудничал в газ., выступая с экон. обзорами. В 1908 поступил на службу в Совет съездов представителей пром-сти и торговли, в 1915 – в Воен.-пром. к-т, где заведовал отд. труда и металлургии. С 1921 читал лекции по экономике в разл. уч. заведениях. В 1926–39 проф. Политехн. ин-та. С 1940 преподавал в ЛГУ и Финанс.-экон. ин-те. Р. автор первого крупного иссл. по развитию соц. х-ва («Промышленная политика СССР, 1917–1925», М., 1926), др. экон. работ. Арестован в 1930 по «делу Промпартии», в 1931 освобожден. В 1946 выпустил кн. «Промышленность Соединенных Штатов Америки и война». В 1947 в период «борьбы с космополитизмом» подвергся критике за «пресмыкательство перед амер. капиталом», был уволен из ЛГУ. В 1949 снова арестован, провел в тюрьмах, лагерях и ссылке 6 лет.
