The organised communities, in 5694, opened all the new forms that were necessary, at their own expense, and without any subvention from the Education Administration. 5695 Budget (see Table 2). The contribution of the Jewish Agency to the 5695 budget was again £P. 20,000. However, as the previous salaries scale was restored for 5695, certain changes had to be made in the items of the 5695 budget compared with that of 5694. The main differences in the items of the two budgets, 5694 and 5695, are as follows : A. Increase in Expenditure. 1. Teachers' salaries. In Tel-Aviv alone about fifty additional forms were opened in 5695 at the expense of the municipality. The Outlook for the New Year. The Yishub is making rapid strides towards cultural independence, and considerable progress has also been made towards financial autonomy in matters of education. It must be realised, however, that the educational system can have no prospects of a healthy development without the continuance in the future of the 389
