educational system, but the provisions of the agreement met with acute opposition from representatives of the Tel-Aviv municipality and the colonies, and the solution of this problem had therefore to be deferred for the time being. 4. The Education Code. The transfer of the schools to the authority of the Knessetli Israel, and the changes that this entailed in the administration of the schools, necessitated alterations also in the former Education Code. The Government, too, demanded changes in the Education Code in the direction of strengthening the authority of the Executive body. The Administrative Board devoted many meetings to the discussion of the details of the former Code and of the proposed amendments submitted by the various sections participating in the educational system and by the Government, and finally submitted a new draft of the Education Code to the Vaad Leumi. The new Code was approved, with certain amendments, by the Executive of the Vaad Leumi, and submitted to the Government and the Agency in Nisan 5693. The Government replied that in their view, the proposed Code " was not likely to ensure administrative and educational efficiency," but its detailed observations to the proposed Code, in spite of the fact that two years have elapsed since the submission of the Code, have not yet been received, and thus the Code has not yet received official sanction. 5. While the Government allocated £P. 132,000 for the erection of Arab school buildings in the current year, it made no contribution to the Hebrew schools. The Vaad Leumi made several representations to the central Government with regard to the question of the Government's share in school buildings, but it seems that the Government is unwilling to grant any contribution for this purpose. However, the Vaad Leumi, with the help of the Government, is about to obtain a loan from an English company for about £P. 100,000, for a period of twenty years at 4 per cent, interest, which will be utilised for the erection of schools in Jerusalem, Haifa, Safed, Tiberias and Afuleh. Organisation. At the beginning of 5695 changes took place in the organisation of the educational administration. Dr. I. Berkson, a member of the Jewish Agency Executive, who was at the head of the educational system for seven years, resigned his post. This was taken over by Dr. J. Lurie, who was formerly at the head of the 385 25
