The loans to the above Kvutzoth are destined to be instrumental in enhancing the position of the Jewish labourer in the larger colonies, as they will be able to derive an income both from their farms and from outside work in the neighbouring colonies. Negotiations are also being conducted with respect to the reconstruction of Hulda, which was destroyed in the disturbances of 1929. This settlement, after a heroic defence against the attackers, was not abandoned immediately after the disturbances, and has recently .been reoccupied by Kibbutz Gordoniah. Recently the- Jewish National Fund acquired 200 dunams of light soil on the boundary of Hulda and arrangements are being made for the boring of a well there. This unit, which was established by the Zionist Organisation in the first years of its activities in Palestine, and which is associated with the Herzl Forest and with the victims: that fell in its defence in 1929, must be reconstructed. 11. Middle-class Colonisation. At the meeting of the Zionist General Council held in Nisan 5695 in Jerusalem, it was decided to allocate £P. 1,500 this year for middle-class colonisation, and the Budget Commission fixed a three months' time limit for receiving applications from candidates. The Department announced that it was prepared to reserve 145 farms in the Emek for middle-class colonisation, as well as to interest itself in the colonisation of middle-class groups and individuals in Judea and Samaria, both on private and on Jewish National Fund land. The Executive sent a special delegate, Mr. Zvi Liebermann, to Poland for the purpose of organising middle-class immigration and colonisation. Mr. Liebermann made arrangements with about forty agricultural families in Poland who possess a sum >of about £P. 500 each. These families made agreements with the Department, so that on their arrival in the country and after having selected a suitable place for their settlement, the Department will grant them loans in accordance with the needs of each. The Department also made promises to the. Association of Sephardim to reserve an area of 4,000 dunams in the smallholding settlement of Kfar Hittim for the colonisation of families from Eastern communities, after having ascertained that the area can be irrigated. The families in question must be selected by mutual agreement. The first investigations made in Kfar Hittim give reason to hope that water can be found in the place, and the Department is making preparations to carry out boring operations shortly on the spot in accordance with the advice of experts. Fifteen middle-class families have applied to the Department for a loan of £P. 200 per family for the purpose of settling on the reserve land in Kfar Joshua. Each family possesses £P. 400- 500 of its own. The Department agreed in principle to grant them a loan of £P. 3,000 and asked their representatives to submit:: a detailed scheme f or approval. 333
