outside his settlement, the settler saves some amount required for the initial expenses, and the loan when it is granted helps him to consolidate his holding as a paying concern. The equipment needs are not many. The loan is usually granted on easy terms and on a commercial basis. The means of the Department are not sufficient to meet all requirements of the settlers; on the other hand, there is in the country private and public capital looking for secure investments, which is, however, unorganised. Furthermore, without the co-operation of national capital the settler would not be in a position to obtain credit on favourable terms, and without the mediation of national capital private capital could hardly be utilised for this purpose. Consequently the view was widely held that the time was opportune for the formation of the proposed Colonisation Company, and such a company has actually been established this year under the auspices of the Agency Executive and the provisional directors appointed, viz., Dr. A. Ruppin, Dr. M. B. Hexter, and Mr. E. Kaplan. The Statutes of the Company have already been submitted to the Government for approval. 325
