assisted in these cases by the Jewish Labour Council of the National Farmers' Association. (b) Disputes in connection with the allocation of work to Workers' Organisations. The meeting of the General Council held in Nisan, 5694, laid down the principles of an agreement respecting the labour relations between employers and employees and also between Labour Organisations themselves. In drafting these agreements, however, important questions relating to the establishment of labour bureaux were left untouched, and besides the Revisionists did not take part in the decisions. In the course of the year negotiations were conducted between representatives of the Histadruth and of the Revisionists in regard to an agreement for the establishment of joint boards for the equitable distribution of labour and the maintenance of the principle of Jewish labour in town and country. These negotiations have not yet been concluded. As long as the principles for the establishment of joint boards for the acceptance and distribution of labour have not been created, it will not be possible for the Jewish Agency, in conjunction with the Executive and the Vaad Leumi, to carry out the regulation of labour relations in accordance with the decisions. The Labour Department has intervened in various cases of disputes resulting from the allocation of labour, for example, in connection with the allocation of public works at Rehoboth and the building of Shmuel-David at Haifa. In the first case we succeeded in inducing the parties to arrive at a complete agreement; and in the second case we induced the parties, with the aid of the Committee for Jewish labour at Haifa, to refer their dispute to a neutral third party, to whose decision both have undertaken to submit. 310
