II.—The Promotion of Jewish Labour. The Labour Department has occupied itself to a great extent with measures for the establishment of Jewish labour in the colonies. It has particularly devoted its activity to the provision "of housing accommodation for labourers in the colonies. Its activity in this sphere comprises the following :!(1) Construction of new Kibbuz Camps, c During the last two years twelve new Kibbuz camps were built and are being built, for which purpose we nave acquired land through the K.K. The Kibbuzim have been established at Gedera, Rishon-le-Zion, Nachlat Yehuda, Ness Ziona, Netaim, Hadar, Kfar Saba, Magdiel, Jaabez in the northern Sharon, and at Kerkur. These camps have been occupied by Chaluz immigrants from the " Kibbuz Hameuchad," " Hashomer Hazair," " Gordonia," *' Hapoal Ha-Mizrachi," the General Zionist Youth of Poland, and immigrants from Greece. At Gedera, Nachlat Yehuda and Kerkur, camps for immigrants from Germany were established with the help of the Central British Fund for German Jewry. Each camp occupies an area of 10-15 dunam. The land has been provided with water supplies for drinking water and the irrigation of vegetable gardens, and has at least two buildings for dwelling purposes and the necessary sanitary installation. (2) Erection of Camps for Workers outside the Kibbuz. With the growth of immigration there was also an increase in the number of the immigrants who could not enter the Kibbuzim and for whom camps had to be established. Each camp has three to four houses of two storeys each, which provide room for 75 to 100 persons. Each worker receives a room jointly with two comrades and pays for it 35-40 piastres a month. Agricultural workers have a prior right in respect of housing accommodation. At the end of the year 5694 we began with the construction of buildings for these workers out of the budget of our department and (for German settlers) also with the aid of the British Fund. In the course of the year workers' houses were built and continue to be built in the following colonies : Gan Yavne, ' Rehoboth, Rishon, Nachlat-Yehuda, Magdiel, Hadar, Raanana, Herzlia, Kfar-Saba and Kerkur. We have besides set up a special Kibbuz camp at Hedera to provide accommodation for workers (the camp is suitable for this purpose as it is in the centre of the colony). In connection with the provision of workers' dwellings there arose various problems, such as their sanitary equipment, which we have solved by entrusting their management and supervision to a building company, as will be explained in the next section. 306
