B.—REPORT OF THE LABOUR DEPARTMENT. The work of the Labour Department during the period since the last Congress has comprised the following : (a) Investigation of the labour market in town and country; (b) Measures for the furtherance of Jewish labour in the country,, in the towns and on public works; (c) Intervention in particular cases of labour disputes. The investigation of the conditions of the labour market was carried out by us from the beginning of the year 1934 in conjunction with the Immigration Department of the Government. In the years in which the activity of the Jewish Agency was limited in general, the activity of the Labour Department was also restricted, and the two Departments of Immigration and Labour were united into one department which embraced both spheres. But with the increase in the number of workers in the country in recent times it became necessary to extend the activity of the Labour Department in order to further Jewish labour and to deal with special problems in connection with the labour situation. The work of the Department inevitably grew, and the meeting of the General Council held in Jerusalem in April, 1935, confirmed the decision of the Executive to establish this department as an independent department for labour affairs and instructed the Executive to make a suitable increase in its Budget. I.—The Labour Market.
