•of facts will convince the Government of the justice of our attitude .and ,a solution thus be found. It may be pointed out that in contrast to the large number of unregistered tourists and immigrants who remained in Palestine without permission, the number of this class is continually decreasing : Tourists Arriving. Tourists Leaving. Remaining. 1933 26,002 15,626 10,376 1934 26,400 21,653 4,747 These figures show how rapidly tourists remaining without permission* are decreasing in number, and it may be added that many of the tourists who arrived in the last few months have already left or are on the point of leaving the country. III.—The Immigration Schedules of the Jewish Agency. 1. In contrast to the widespread desire to immigrate from all parts of the Galuth and the undreamed-of absorptive capacity of the country stands the constant reduction in the number of certificates granted by Government to the Jewish Agency as compared with the number asked for and based on investigations of the labour market in Palestine. There has thus been created a great discrepancy between the unjustifiably diminished possibility of immigrating and the tremendous desire to immigrate which is met with everywhere in the Galuth. Certificates granted during the period covered by this Report •clearlv demonstrate this : Table 8. Received Put at by Asked for Disposal Governby Agency. Granted. of Agency. ment. 24,480 5.500 5,050 450 20,100 6,800 6,262 538 18,600 7,500 7,200 300 19,160 8,000 7,600 400 Period. Oct., 1933—March, 1934 April—Sept., 1934 Oct., 1934—March, 1935 April—Sept., 1935 It may be pointed out that the Government has admitted that the country is able to absorb more workers than it has approved, but it has seen fit to make cuts in order to cover the tourists and immigrants who have entered or remained without permission, in spite of the fact that these have obtained work. These cuts, however, were not used to legalise the position of the tourists and immigrants concerned. The number of certificates deducted amounted to 800 on the October, 1933, schedule, 1,000 on that of April, 1934, 2,200 in October, 1934, and 2,800 in April,_ 1935. The Jewish Agency came to the conclusion that this deduction of certificates was all the more unjustified in that the number of unregistered tourists and immigrants has shown itself to be much smaller in the last few months than the Government's estimate. 281
