5. —Jewish Agency. The General Council takes note of the details of negotiations between the Zionist Executive and the non-Zionist members of the Jewish Agency, initiated with the object of improving conditions within the Jewish Agency in the immediate future. The Executive is directed, if necessity should arise in the course of negotiations, to make use of the authority for the purpose given to the Council by the 18th Zionist Congress. 6. —World Union of General Zionists. The General Council notes that the Executive has invited the World Union of General Zionists to adapt the structure and organisation of their Union to the rules of the World Organisation, and that negotiations are now pending between the Executive and the 'officers of the World Union. The General Council expects that these negotiations will result in a settlement of the matter consonant with the constitution and the rules of the Zionist Congress before the 19th Congress. 7. —Recognition of the Separate Union Hashomer Hazair. In accordance with Art 11 of the Statute of the Zionist Organisation, the General Council confirms the Separate Union status of Hashomer Hazair. 8. —Duty of Zionist Discipline. The General Council regretfully and anxiously places on record that Zionist discipline, which had been a self-understood duty since the foundation of the Zionist Organisation, has in the last few years been severely shaken by certain sections of the Zionist Organisation. As a result of this breach of duty, the 18th Zionist Congress found it necessary to declare that membership of the Zionist Organisation implied obedience to its laws and to the decisions of its executive bodies. In order to impress this fact upon the mass of shekel holders, the Executive ordered the main provision of this declaration to be printed as part of the text on the shekel. The General Council directs the Executive to submit proposals to the 19th Zionist Congress, designed to improve the conditions within the Zionist movement, to achieve the genuine unity of the Zionist Organisation, and to strengthen its authority. The proposals shall also provide adequate sanctions for breach of discipline, especially in the field of political activity, to the extent of expulsion from the Zionist Organisation. 9. —Transfer of the Remains of Theodor Herd. The General Council resolves to postpone a definitive decision regarding the transfer of Theodor Herzl's remains to Palestine until the meeting of the Council which will take place immediately before the 19th Congress. E.—CONGRESS COURT AND COURT OF HONOUR. The Eighteenth Congress elected Mr. S. Gronemann (Paris) as Chairman, and the following as members of the Congress Court : Dr. Norbert Hoffmann, Vienna; M. Jarblum, Paris; Dr. Michael Ringel, Lwow; Chief Rabbi Isaac Rubenstein, Vilna; Dr. Abraham Silberschein, Lwow; Dr. Moses Smoira, Jerusalem; Dr. Samuel Spann, Tarnow, and Mr. Samuel Ussischkin, Jerusalem. The general observation may be made in this report of the Congress Court that a considerable part of its activity takes place during the course of a Congress. At this period many of the cases that are in suspense are settled by final proceedings as the entire body of Zionists, including most of the parties concerned, are assembled at the Congress. There is never any opportunity of 87
