POLITICAL. 1. —The Revisionist Petition. The General Council places on record that the resolutions and warnings of previous Zionist Congresses and of meetings of the General Council against separate political action have unfortunately been borne out by the harmful consequences of the petition which the Revisionist Party, acting independently and contrary to the opinion of the legitimate authorities of the Zionist movement, submitted to the League of Nations. The General Council condemns such dangerous proceedings and reaffirms the resolution of the preceding meeting, which approved the Executive's attitude against the Revisionist petition and demanded the suspension of this campaign. The General Council confidently trusts that the resolutions concerning discipline which have been adopted at the present meeting, and the action which the Executive will take in pursuance thereof, will bring to an end a state of lawlessness in which it was possible for bodies, whose adherents are members of the Zionist Organisation, to commit acts contrary to the views of the Organisation and in defiance of its leaders, and the consequences of which were such as to threaten the entire Zionist Organisation with destruction. 2. —Land. The General Council has noted with anxiety the extent of the harm caused by the mannér in which legislation is drafted, by the composition of the Palestinian Courts and the application of existing laws, all of which lead te protests on the part of legitimate owners of land, strengthen the hands of those who illegally occupy land belonging to others, give rise to disputes, and constitute a threat to public peace. The General Council directs_ the- Executive to urge upon the Government the necessity for legal and administrative measures designed to end this state of affairs. 77
