The Budget Commission shall have the right, in conjunction with the Executive of the Jewish Agency, to draw up a provisional budget, provided that it does not exceed the general framework of the budget for 5694, and that during the time until the approval of the budget by the competent authorities only a proportionate part of the budget corresponding to the length of this period is expended. The Budget Commission shall consist of nine members or deputymembers of the General Council, and have its seat in Palestine. When votes are taken in the Commission, each party shall have the right to exercise the number of votes which it has in the General Council. 10. —Director of the Keren Kayemeth. The General Council proposes the election of Dr. Granovsky, in place of Mr. A. Boehm, who has retired, on the Board of Directors of the Keren Kayemeth. 11. —Working Methods of the Keren Hayesod. (2) The General Council addresses itself to the entire Zionist movement and all its parties and organs as well as to the Youth organisations comprised in it, with the earnest request to devote the months of Iyar and Sivan to a strenuous campaign for the distribution of the Shekel as well as for the securing of the hundreds of thousands of shekel-payers who took part in the elections to the 18th Congress for permanent activity on behalf of Zionism. III.—The Position of the Zionist Organization. (1) The General Council notes with deep regret what injurious forms the internal conflict in the Zionist Organisation ftas lately assumed. Without prejudice to the autonomous rights of all tendencies within the movement and their claims to the free expression of their ideology, as recognised in the constitution of the Zionist Organisation, it is the unconditional duty of every member and of every organised body of the Zionist Organisation to protect the inviolability of the Organisation, the resolutions of the ■ 75
