were nevertheless to a large degree disappointing when taking into consideration the shekel sale capacity in the various countries. The Executive, being aware of the undesirable attitude of a number of Territorial Organisations towards the shekel in non- Congress years, offered various concessions on certain conditions to a number of countries, Unfortunataely, it must be stated that even such a measure had no great effect, as may be seen from the meagre results obtained when compared with those of the 18th Congress year and with those obtained for the present year. This fact is sufficient to prove once again that fundamental reforms are necessary respecting the shekel in non-Congress years, and, as a matter of fact, proposals in this direction are to be submitted for the consideration of Congress. 2. 5695. At the time of writing this Report, exact and final figures for 5695 are not yet available. But judging from preliminary reports received from different countries, it may confidently be assumed that the final results for 5695 will be in the neighbourhood of a million—a figure unprecedented in the history of the Zionist Organisation. The following countries deserve special mention : Palestine, East and West Galicia, Poland,. Lithuania and the United States. III. —Comparative Table. Attached to this report is a comparative table for the ten years 5684-5693, which gives a clear and concise picture of the course of development of the shekel work during this period, which was subject to manifold fluctuations, as was the case also with other branches of Zionist work. This table shows that, given the goodwill, it is not impossible to carry out an extensive shekel campaign also during non-Congress years, as is proved by the figures of America, Bulgaria, Canada,. Czechoslovakia, England, West Galicia, Strasbourg, Germany,. Holland, Jugoslavia, South Africa, Transylvania, Switzerland, which deserve special praise for fulfilling their elementary duties towards the shekel and the Zionist Organisation without differentiating between a Congress and non-Congress year. IV. —Local Shekel Committee. It is noted with satisfaction that during the period under review shekel committees were set up in almost every country which contains organised Zionist organisations. The formation of Territorial shekel committees, based on the elections to the last Congress, gave rise to many disputes in a number of countries, and the Executive was called upon to settle the differences. V. —Circulars and Manifestoes of the Executive. During the period under review the Executive issued special manifestoes to the Zionist public as well as a number of circulars concerning the shekel. The circulars touched mainly questions affecting the formation of the local shekel committees and the proper carrying out of the shekel campaign. 48
