apply for recognition as a Separate Union and to submit a request in this sense to the Executive for consideration by the General Council. A complaint submitted by the Jewish State Party against this decision was rejected by the General Council at its meeting in April, 1934. Thereupon the Jewish State Party at one of its meetings proposed that it should be recognised as a Separate Union. In this form the motion, according to par. 11 of the Constitution, could not be dealt with. But the Executive declared that in case the Jewish State Party would submit the matter prescribed by the Constitution, it would investigate the question in conjunction with those submitting the proposal, and, in case the necessary conditions were present, bring it before the next meeting of the General Council. 4. On the other hand, there existed formally the Separate Union of Zionist Revisionists apparently consisting of members of the World Union, and, upon their motion, recognised as a Separate Union by the General Council in July, 1932, which Separate Union claimed all the rights pertaining to a Separate Union as an integral constituent of the Zionist Organisation. The formal continuance of the existence of the " Separate Union of Zionist-Revisionists," which never had an independent existence in fact, has been the cause of chaos within the Organisation that necessitated a clear and definitive solution. 2. The conditions attached to the recognition of the Separate Union by the General Council in July, 1932, have unfortunately 34
