3. The Executive, therefore, found itself obliged to communicate its serious objections to the World Union, both verbally and in writing (in a memorandum dated October 12th, 1934). It pointed out the fundamental difference existing between the only two forms of organisation allowed by our Constitution, viz. :■— Federations and Separate Unions. Separate Unions have, in addition to the Basle Programme, their specific views and comprise those Zionists who acknowledge those views. All other Zionists are members of the Territorial Federations without regard to whatever views, apart from the Basle Programme, the individual members of these Federations may entertain. 3. The specific characteristics of the Separate Unions may be formulated more definitely and precisely as follows :— (a) A Separate Union has its own programme besides the Zionist (Basle) Programme. (b) The members of the Separate Union are bound to its programme and the resolutions of its organs. (c) The admission of members depends upon their submission to the programme and to the resolutions of the Separate Union. (d) Any violation of this programme and the resolutions can result in expulsion from the Separate Union (Discipline). 4. In contra-distinction to the Separate Unions, the Territorial Federations have the following characteristics :— (a) Apart from the Zionist (Basle) programme and the supplementary decisions of the Zionist Congress, the Territorial Federation cannot have any other programme. (b) The Territorial Federation is obliged to admit every Zionist as a member who recognises the Basle Programme, without regard to whether he also has special views or even such as are identical with the views of Separate Unions. (c) The members of the Territorial Federation are, of course, bound to its decisions, which, however, cannot have any reference to matters of programme. (d) The discipline within the Territorial Federation extends constitutionally to the observance of the programme adopted by the Zionist Congress, and, in all other fields, to the observing of the resolutions of the Zionist Congress and of the Territorial Federation. 5. Hence it is seen that the Territorial Federations and their members are subject in regard to programme and discipline to quite different laws from those to which the Separate Unions and their members are subj ect. The Executive suggested to the World Union, in accordance with its character as an association of territorial Federations (that is, of the General Zionists, as members of these Federations are called), to adapt its structure to the afore-mentioned principles and to continue its activity in one or both of the following forms of organisation : (a) A voluntary working association of Zionist Territorial Federations for the purpose of mutual understanding and co-operation (without compulsory membership, without a common programme and platform, and without discipline). 3°
