C.—Legislative Measures. (1) Organisation Statute.—The editorial revision of the Organisation Statute (Constitution) and its adaptation to the resolutions of the 17th and 18th Congresses was undertaken by the Organisation Department of the Executive on the basis of the authority given by the Congress. The approval of the qualified authorities was obtained for the amended version. The paragraphs of the Constitution affected by these amendments or supplements are Nos. 16, 25, 26, 46 and 77, while the paragraphs 77a, 78 and 79 were merely renumbered. The prevailing defects were investigated in the systematic inquiry carried out after the 16th Congress as well as by the standing Organisation Commission which met before the 18th Congress, and this investigation has been continued during the last two years by way of an internal exchange of views between the authorised bodies and persons. (2) The first problem is that of the non-Congress year. The Executive has on repeated occasions proposed and defended the introduction of the " every-year " Shekel, but was unable to obtain the support of the majority. This has not prevented us from continuing our endeavours in the hope that they will one day lead to a positive result. (3) The next problem concerns the relation of the Shekel to membership of the Federation, or, in other words, the question of duality or identity of membership of the Zionist Organisation with membership of a Federation. There is no doubt that a solution in 25
