119 The allocation of these 220 certificates, which in fact constitute the main body of the schedule, reduces the whole system of the labour schedules to a travesty. The Jewish Agency regrets that it is unable to accept this schedule of 200 certificates. It is not in a position to undertake the distribution of these certificates in tiny fractions as between all the occupations in Palestine on the one hand, and the forty odd countries of Jewish emigration in the Diaspora, on the other. It cannot acquiesce in the reduction of Jewish labour immigration to such proportions and must oppose such restriction with the utmost determination. The Jewish Agency feels sure that Jews in Palestine and throughout the world will, in this fateful hour, support this stand and will resolutely oppose the harsh restriction inherent in the present schedule allocation. THE EXECUTIVE OF THE JEWISH AGENCY. Jerusalem, May 18, 1937.
