94 lastin," 27th August) and "as an act which has done away with the local character of Palestine and put upon it the international Arab stamp, also as a decisive step towards the establishment of the Arab Federation.'' (Ad-Difaa," 27th August). 7. It has also been reported that one of the promises given by the Iraqi Foreign Minister to the Palestine Arab leaders is that a representative of the Iraqi Government would be allowed to appear before the Royal Commission to give evidence on behalf of the Arab cause. The Iraqi Foreign Minister is also supposed to have indicated the possibility of the appointment in Palestine of a permanent representative of Iraq, or of a joint representative of Iraq and some other Arab States, for the purpose of watching over the interests of Palestine Arabs vis-a-vis the Mandatory Government. 8. The Jewish Agency submits that whether all these reports are accurate or exaggerated, it is clear that by having invited or accepted the mediation of the Government of Iraq the Mandatory Government has allowed ambitions to develop and expectations to arise, both among the Arabs of Palestine and on the part of foreign Governments' which it will find impossible to satisfy while remaining faithful to its obligations as Mandatory for Palestine. Moreover, the introduction of these outside influences into the internal problems of Palestine pursuant to the campaign of violence resorted to by the Palestine Arab leaders cannot but result in further encouragement to the use of terrorist pressure—now and in the future—for the purpose of exacting political concessions for the Arabs of Palestine and of whittling down the Mandatory's obligations towards the Jewish people. 9. The Executive of the Jewish Agency would earnestly urge Government to terminate the efforts which the Iraqi Foreign Minister has been allowed to undertake and to discountenance any further such attempts at interference in the affairs of Palestine. On behalf of the Executive I would respectfully request, in view of the gravity of the issue, that the present submissions be telegraphically transmitted to His Majesty's Secretary of State for the Colonies. T have the honour to be, Your Excellency's obedient servant, M. Shertok, EXECUTIVE OF THE JEWISH AGENCY.
