72 driven to despair by the imposition of new limitations on Jewish progress in Palestine at this grave juncture. It has moreover, emphasised with concern that the announcement of the land restriction had coincided with the scheme of fundamental changes in the constitutional regime of Palestine, as well as with a series of measures restricting Jewish immigration, all of which steps taken together constitute a serious check on the further progress of Jewish settlement in Palestine. The Jewish Agency must express its profound disappointment that the Mandatory Government and its representative in Palestine have persisted in their intention to announce the restriction while disregarding the obligation resting upon them of actively promoting Jewish land settlement. The Executive of the Jewish Agency declares its determination to continue its efforts for the removal of this impediment and the fulfilment by the Mandatory of its obligation to assist in the establishment of Jews on the land of Palestine. The Executive calls upon the Jewish community of Palestine and the Jewish people throughout the world to support it in these efforts by concentrating their energies on the strengthening of the constructive work in Palestine and its defence against the dangers which are threatening its progress. EXECUTIVE OF THE JEWISH AGENCY. Jerusalem, January 31, 3936.
