— 32 — tine Bank. The Chairman of the Board is Dr. D. W. Senator, member of the Executive of the Jewish Agency. The Jewish Agency representatives have the right of veto over all Haavara decisions insofar as they bear upon questions of principle. The Vaad Leumi adhered to this resolution of the 19th Congress at its meeting on December 11th, 1935, at which it resolved as follows : "The Vaad Leumi concurs with the resolution of the 19th Zionist Congress regarding Haavara and wholeheartedly endorses the attitude expressed in the statement of the Executive of the Jewish Agency which was made public." (b) In pursuance of a further resolution passed by the 19th Zionist Congress, the special account of the Haavara, which should make possible future emigration of Jews still resident in Germany, was closed. From then onward the Haavara was to transfer only such funds as should serve for immediate immigration of German Jews, and sums belonging to the Public Funds and to national institutions. Only the so-called "Vorzeige-Geld", i.e. the 1000 LP. required to qualify for an immigration permit, was transferred in cash. As far as transfer is at all permitted over and above this amount, it can only be conducted by the way of the so-called "Self-Transfer", i.e. by export of goods for the personal use of the transferor, or by "special offers of transfer", i.e. by acquiring shares or debentures of Palestinian companies. (c) Between the 19th and the 20th Zionist Congress the Haavara had to undergo grave difficulties in various respects : 1. First of all the amount of foreign currency put at the disposal of Jewish emigration to Palesine by the Deutsche Reichsbank was continually reduced and in consequencethe Haavara had to bear almost the whose load of procuring the "Vorzeige-Geld'% the amount allowed by the Reichsbank for this purpose representing only a comparatively small part of the money required. 2. During the last 8-10 months the lack of raw material began to be sharply felt in Germany, and consequently some very important kinds of goods, as ironware, tubes and sheet metal are no longer to be imported into Palestine.
