In view of the uncertainty of revenue, a reserve was made in the Colonisation budget of £20,000.—which reserve was decreased by £2500.—as stated above. The balance of £ 17,500.—could not be spent on Colonisation because at the beginning of the year the critical situation of the American Zion Commonwealth Inc. made it necessary to draw on this reserve in order to prevent a bankruptcy of this Company, which would have involved the return of Jewish lands to previous ownership, and would have created considerable losses to creditors and purchasers in Palestine and abroad' 101
